Abstract

2013 год ознаменовал вступление России в новую фазу социально-экономического развития. Завершился период бурного роста, продолжавшегося на протяжении почти двенадцати лет (1999–2012 гг.), в основе которого лежали восстановительные тенденции и закономерности. Спад 2009 г. не отменил действие этой модели роста, но, напротив, продлил период ее существования на время, необходимое для возврата к докризисному уровню. Вопрос о новой модели роста встал в практическую плоскость, поскольку темпы экономического роста упали до беспрецедентно низкого уровня, причем это торможение уже нельзя объяснять исключительно или даже преимущественно внешними факторами. Соответствующий вывод получил политическое оформление в Послании Президента РФ от 12 декабря 2013 г.
