Food entitlements - stamps and other targeted policies

Abstract

These policies attempt to target those individuals/families/groups that are not food secure. Identifying who is to be targeted is not a simple task. Further, there are problems with leakages whereby the benefits that are to provide food security can be transferred to others, leaving the original recipients still not food secure. Experience gained through the use of these policies has led to improvements in identifying ‘worthy’ recipients and reducing leakages. There is a constant tension over the increasing the size of target groups and the budgetary costs of the programmes.
