The role of subnational governments in international relations: paradiplomacy in Brazil

Abstract

During the late 80s, Brazil went through a decentralization process followed by the enactment of a new constitution. With several new responsibilities delegated to states and cities throughout the country, leaders of the executive - mayors and governors - decided to adopt a new form of strategic governance: paradiplomacy, or the participation of subnational governments in international relations. This chapter addresses the historical context of Brazilian local governments and the drivers that led to the emergence of paradiplomacy in the country. Despite potential gains that might arise from this practice, we find that paradiplomacy is undertaken by a small portion of local governments in Brazil. Possible barriers for implementing it include issues related to organizational capacity and resources, which are mitigated by suggestions offered within the chapter.
