Governance

In: How Great Cities Happen

Abstract

Broadening the range of matters that are incorporated in strategic land use transport planning means that the process is necessarily becoming more complex. This raises the important issue of governance, which refers to processes for making and implementing decisions. This chapter distinguishes between horizontal and vertical integration, identifies key issues to be considered in terms of such integration, including 'who speaks for the city'. A number of case studies are presented, to help inform practice. These case studies cover varying institutional settings, from cities where a single local authority is in place to settings where local authorities act jointly in integrated land use transport planning or where a higher level of government exercise this role. The growing importance of the neighbourhood is recognised and some ways of increasing a neighbourhood governance focus are noted. The important role of trust in supporting stronger governance arrangements is illustrated.
