Urban transition governance in China’s new era of ecological civilization: opportunities and challenges

Abstract

The past two decades have seen the rise of cities in global climate governance. The transition of cities to a low-carbon future has raised considerable concerns on issues of social equity and justice. Building upon three cases of urban transition in China, this chapter discusses the opportunities and challenges for urban governance to advance just transitions in the era of ecological civilization. It shows that various policy innovations have been adopted by local governments in the pursuit of ecological civilization, in which key issues revolve around the distribution of transition benefits and costs and the regional disparity between different cities.
