Abstract

The chapter analyzes how the regulatory context in which SMEs traditionally operate has changed today. The European legislative framework connected to the affirmation of the Digital Single Market requires all companies, and in particular SMEs, to modify their activities in a digital sense. This new context can bring many opportunities, but it can be difficult for SMEs to seize them and for this reason they need more public support to face this challenge competitively. An outline on regulation of the European digital single market is provided, while arguing for the necessity for regulation and digital technologies to coevolve. The possibility for regulatiorn to match digital innovation in innovative settings like digital innovation hubs, regulatory sandboxes and industrial cluster is then delved into.
