The European Union and shipping: a case study of policy-making

Abstract

This chapter provides a detailed analysis of European Union shipping policy from its origins until the turn of the 20th/21st centuries and then an introduction to what has happened more recently. It includes discussion of policies relating to the UNCTAD Code of Conduct, the First package of Regulations relating to liner shipping, the Positive Measures package, EUROS; cabotage; stimulation of competition including state-aids; short-sea shipping; Trans-European Networks; motorways of the sea; port policy; maritime research; and maritime safety and environmental pollution. It ends with a discussion of the relationship between EU shipping policy and globalisation.
