Public Service Logic: a service lens on the COVID-19 vaccination programmes

Abstract

This chapter argues for the importance of a Public Service Logic framework to explore and enhance the effectiveness of mass vaccination programmes, like the current one for COVID-19. Our central argument is that the mass vaccination programme is a ‘service’. Citizens are inalienable actors in this service process, and their cooperation determines the programme’s success. Following this service lens, we propose a shift of research focus from the logistics and operation of vaccination programmes to their value creation at the individual and societal levels. Consequently, we suggest an innovative way to understand the public service ecosystem, the nature of public policy, the role of public services and their providers, and the value and value creation embedded in the COVID-19 vaccination programme.
