Abstract

This chapter overviews the databases used in the subsequent chapters to describe aspects of the SBIR program. The databases are characterized not only in terms of their genesis development but also in terms of their coverage of Phase II projects. Also, the extant literature that has previously been based on portions of these data is reviewed in an effort to codify the research questions that have been asked and answered by other researchers.
