Mexico: From the diffusion of ideas to the making of policy changes

Abstract

International organisations spread ideas and influence policy changes in national jurisdictions. The cooperative relationship between Mexico and the OECD is an illustrative case in the process of policy diffusion and transfer, as throughout nearly three decades, the OECD has significantly influenced policymaking processes in Mexico. This chapter contributes to the study of policy diffusion from international organisations, illustrating the multiple mechanisms used by the OECD to influence a wide variety of policies, while at the same time showing how national settings condition (both temporally and institutionally) diffusion and transfer processes.
