Abstract

Offshore wind energy is experiencing tremendous global expansion. This upscaling is driven by rapid technological advancements, cost reductions, larger project sizes, and the energy transition. Governance frameworks are key in balancing industrial, societal, and environmental interests. Vital to this are licensing rules. These define areas designated for offshore wind activity, specify the responsible project developers, and establish the conditions under which projects can proceed. In this introduction, we delve into the concept of licensing, explore the framework and background in which these rules are developed, and identify the main challenges that regulators, legislators, operators, and legal practitioners are likely to encounter. Lastly, we provide an overview of the structure and content of this collaborative book. It is our hope that the contributions of our authors will help fine-tune, develop and meet the challenges the offshore wind and offshore energy landscape face in the years to come.
