Political economy of health care insurance expansion in Mexico

Abstract

This chapter discusses the political economy of public healthcare in Mexico including the health reforms undertaken in the past 40 years that have shaped the non-social security institutions as well as the services they provide. The chapter is divided into three main phases: (i) the decentralization process, (ii) the expansion of healthcare insurance coverage within the context of a decentralized system and (iii) the recentralization of the health system process. We conclude by describing the main political reforms and main actors involved in the structuring of the Mexican health system and extension of healthcare insurance.
