Innovation measurement and policy in Japan: potentials of the general definition of innovation for measurement from a systems approach viewpoint

Abstract

This chapter aims at presenting a perspective underpinning the definition of innovation shown in the Oslo Manual 2018 so as to enhance potentials of the general definition of innovation for measurement from a viewpoint of a systems approach. It also aims at discussing possibilities and considerations regarding the measurement of ‘restricted innovations’ through the experiences in conducting the Japanese National Innovation Survey (J-NIS). As an example of the measurement regarding innovations responding to a specific purpose, a case of J-NIS 2020 for COVID-19 related questions is presented. Then, possible advantages and limitations of the measurement of ‘restricted innovation’ are mentioned. On the basis of the experiences of J-NIS, it concludes that the Oslo Manual 2018 may have a potential for dealing with new or improved products and processes with new forms or attributes through better considerations of backgrounds and underpinning elements.
