Environmental and social impact assessment: revisiting the theme

Abstract

The environmental and social (E&S) safeguards theme is vast and complex, and includes among others, technical, institutional, organizational, community, national capacity, outreach and procurement contract dimensions, added to which is the wide variety of experiences across financing agencies reflecting their own constraints, interests, and challenges. To try to address all of those challenges in a set of convenient observations is neither wise nor appropriate. Nonetheless, there are a few aspects that the authors highlight which could provide future directions for the Asian Development Bank (ADB). This chapter will look at the recent challenge of climate change, organizational responsiveness, and strengthening impact assessment and E&S safeguards implementation.
