From governance to performance in Asia-Pacific

Abstract

The Asian Development Bank (ADB) increasingly focuses on governance challenges in developing member countries. The ADB considers how societies enable political participation and choose leaders as sovereign matters, and too sensitive for ADB support. However, most countries welcome advice on improving government performance in areas such as: clarifying the recent history and language of performance, defining good performance indicators and targets, and making changes for better use of staff and finance to achieve intended results. Some projects have exceeded expectations and the move to results-based lending is a significant step forward. Other governance projects suffer from overambitious designs and insufficient supervision. To address this, the ADB should carry out rigorous diagnostics to determine government capacity, commitment to change, and practical steps to seize opportunities and address obstacles. The ADB also needs to improve monitoring and supervision and better link supported policy actions and investments to intended outcomes and impacts.
