Trade, Customs Union, and the EAEU Common External Tariff

Abstract

Despite the depth of the integration processes embedded in the definition of economic union, the EAEU today can be characterized rather as an in-depth customs union with additional elements of a common market and an economic union. The chapter analyzes mutual trade dynamics, assesses the impact of Eurasian integration on member states’ trade, and identifies key obstacles to the single market. It contains analysis of the customs and tariff regulation in the EAEU: the Customs Code of the EAEU; Common Commodity Nomenclature; rules of origin; common external tariff and exemption thereof; the distribution of import duties; the interaction between EAEU and WTO law; and the impact of Russia’s retaliatory measures (‘anti-sanctions’) to the Customs Union regime.
