Latin American perspectives on feminist governance: between mainstreaming and sidestreaming challenges

Abstract

This chapter offers a panoramic analysis of the conflictive yet prolific relationship between feminist social movements and states in Latin America. To what extent is feminist governance really possible in state contexts that perpetuate gender, ethnic, racial and class inequalities, historically embedded in colonial oppressions and in increased criminal logics? I argue that responding to this question requires a complex understanding of the state and the feminist movement. Based on the seminal concepts of mainstreaming and sidestreaming initially proposed by Sonia Alvarez, I explore different and even contradictory relationships between feminist networks and distinct branches of government (executive, legislative and judiciary) in the region. I highlight how intersectional dimensions imply critical challenges for feminist governance in Latin America.
