Does the CRPD matter? A comparison of sheltered workshop policies in Japan, Taiwan, and South Korea

Abstract

This paper uses document analysis and comparative research methods to study the characteristics of sheltered workshop policies for people with disabilities and the impact of the implementation of the CRPD in Japan, Taiwan, and South Korea. The research results found that in these three countries, the monthly wage of people with disabilities in sheltered workshops is often under the minimal wage of the general labor market, and the practice of people with disabilities working for a prolonged time in a sheltered workshop remains common. Leaving the sheltered workshop is not a common option in the three East Asian countries. The impact of the CRPD based on human rights to paid work for people with disabilities in the three countries is yet to be seen.
