ETS design in practice: European Union

Abstract

Chapter 3 applies the SMR for ETS design developed in Chapter 2, to assess the design elements of the European Union Emissions Trading System (EU ETS). The chapter demonstrates that the EU ETS partially fulfils the SMR and that it has significantly improved over time, but it also highlights areas for further improvement.
