Abstract

Investment expenditures are the shock absorber of Iraq's budget. With a fixed exchange rate, Iraq doesn't have a monetary policy. The collapse of oil prices has resulted in the worst fiscal crisis since 2003. The government must make unprecedented expenditure reductions.
