Frugal innovation in public service delivery: reflections from case studies in Kenya

Abstract

This chapter draws insights from the literature and illustrative cases of innovation in public services to discuss how frugal innovation principles apply in public service delivery. The cases describe innovation in public healthcare services, energy generation and distribution, and other support services in Kenya where national or local governments have either unilaterally, or in collaboration with other partners, developed new ways of service delivery. The cases reveal that frugal innovation in public services call for collaboration with other actors, community engagement and experimentation, and often can rely on digitization and frugal business models.
