La política monetaria durante los primeros años del Banco Central Independiente: 1992-1998

Abstract

Entre 1992 y 1998 se marco la transición de política monetaria a inflación objetivo-plena. En este periodo se vivieron grandes retos. Por una parte, se dieron los cambios estructurales en la economía colombiana, el inicio de la independencia del Banco de la República y la reforma del sistema cambiario. Las fases expansiva y contractiva de los ciclos de crédito, precios d ellos activos, flujos capitales, gestadas las bases de la crisis financiera, la más fuerte en Colombia en los últimos cien años. El documento cuenta con cinco secciones como el contexto macroeconómico general, en la primera: énfasis en el comportamiento de los flujos de capitales y variables relacionadas con la estabilidad financiera en Colombia; en la segunda: visión general de los noventa, una fuerte interacción entre las políticas monetarias y cambiaria; la tercera: estudia el periodo 1992-1994 haciendo referencia a la relación entre el diseño de la política monetaria y certificados del cambio; la cuarta: estudia el periodo 1994-1998 con énfasis en la relación entre política monetaria y sistema de bandas cambiarias explicitas en esta época y la quinta: conclusiones del estudio.
