Abstract

La independencia del Banco significaba alejarse del Gobierno y los intereses políticos para obtener la estabilización monetaria. ¿Cómo se constituye el Banco y cual es la influencia del Gobierno en la Junta Directiva? y ¿Por qué la independencia del Banco se desvirtúo? Encuentre las respuestas en este capítulo. En 1991 se genera un espacio para replantear la función del Banco de la República. En el proceso entendían que la estabilidad de los precios seria deber del Estado y la entidad responsable estaría en la constitución y tendría la autonomía necesaria para la toma de decisiones así este arreglo coincidiría con el esquema bancario de países exitosos en el control de la inflación. Este capítulo se compone de dos partes: 1. Evolución del Banco emisor al régimen de banca central 2. Sentencias de la Corte Constitucional y del Consejo de Estado que se han sentado jurisprudencia con el Banco de la República y su autonomía. También se incluyen entrevistas a los participantes en la definición del nuevo régimen de banca central.
