Abstract

Las crisis económicas por falta de un elemento regulador determinaron que los estadistas, banqueros, agricultores e industriales se preocuparan por buscar una solución a este problema, aunque, a decir verdad, ni siquiera el proyecto del Banco Central de Colombia que inicio en 1905, tampoco tuvo efecto. La experiencia con el Banco Nacional influyo en la demora para afrontar el problema. De 1913 a 1923 hubo varios proyectos esbozados para la fundación del Banco, algunos se sometieron a un estudio en el Congreso. Desde un principio se notaron dos corrientes divididas entre quienes defendían la conveniencia de establecer un Banco de Estado y quienes deseaban una entidad privada, pero a la que el Estado le otorgara la facultad de emisión. Temas como este y otros que competen se amplían dentro de este capítulo.
