Abstract

El gobierno de Colombia intentó convertir bonos del 10% a del 8% en 1928, pero no previó las consecuencias y no aseguró los recursos necesarios. El ministro de Hacienda puso en circulación los nuevos bonos antes de tiempo y los departamentos los vendieron con descuento, depreciando su valor. La mayoría de los tenedores optaron por recibir el dinero, pero el gobierno se retractó y no publicó el decreto correspondiente. Esto causó un desconcierto, perjuicios económicos y un quebranto fundamental al crédito del país. El Banco de la República se vio envuelto en esta situación sin su consentimiento.
