Abstract

El texto analiza la relación entre el Banco de la República y el gobierno de Colombia, enfatizando la importancia de la independencia y la liquidez del Banco. Se destaca que la ley orgánica del Banco establece restricciones para las operaciones con el gobierno, incluyendo un plazo máximo de 90 días para las obligaciones. La Junta Directiva del Banco se opuso a una solicitud del ministro de Hacienda para comprar bonos del gobierno con un plazo mayor a 90 días, lo que contravenía la ley. El texto también cita la opinión del profesor Kemmerer, quien sostuvo que la principal razón para establecer restricciones para las operaciones con el gobierno era conservar la liquidez del Banco. En resumen, el texto destaca la importancia de proteger la independencia y la liquidez del Banco de la República para garantizar la estabilidad financiera del país.
