Abstract

El capítulo narra tres puntos relacionados con los préstamos y descuentos del Banco de la República: a) Préstamos con garantía de oro y giros: No se considera conveniente que el Banco de la República haga préstamos con garantía de oro o giros sobre el exterior, ya que esto podría fomentar especulaciones y reducir las ocasiones de reponer reservas. b) Redescuento de obligaciones recíprocas de los bancos: El Banco de la República no debe aceptar el redescuento de obligaciones entre bancos, ya que esto podría crear documentos sin respaldo real y permitir a bancos no accionistas usar facilidades reservadas para accionistas. c) Inversiones en bonos de gobiernos extranjeros: El Banco de la República no puede invertir en bonos de gobiernos extranjeros con fondos que mantenga en el exterior, ya que esto no se encuentra entre las operaciones permitidas por la ley orgánica.
