Abstract

Retoma el debate iniciado cuando se expidió la Ley 100 (1993) que reformó el sistema de seguridad social en Colombia, buscando resolver elementos que forman parte de la situación que afrontan la fuerza de trabajo y la población mayor en el país, tales como la existencia de regímenes especiales, y la desfinanciación de las pensiones públicas.
