Abstract

Este capítulo trata sobre el aumento de los gastos públicos que se ha hecho sentir en todo el mundo civilizado, especialmente desde el principio del siglo xix; pero este aumento no se determina solamente por medio de la comparación de las cifras estadísticas. A fin de acreditar si la acción del Estado es actualmente mayor que antes, y si la satisfacción de las necesidades colectivas impone proporcionalmente el sacrificio de mayores cantidades de riqueza, evitando caer en errores que en esta materia son frecuentes.
