Abstract

Descripción de los problemas presentados en la administración del Ferrocarril de Bolívar por lo cual se decide hacer un contrato de arrendamiento para el manejo del mismo. Denuncia la corrupción administrativa que se trata de imponer en el país, compara el carbón de las minas de La Guajira con este producto en otros países, incluye la correspondencia cruzada para defender la propiedad estatal de las minas de carbón, detalla la adjudicación de tierras baldías para la ejecución del proyecto del Canal interoceánico y en general presenta, las rentas y gastos públicos en un informe para Colombia en 1884.
