Abstract

Propuesta de una reforma política, aboliendo completamente el régimen central y adoptando el federalismo en Colombia. Argumenta las diferencias regionales, las costumbres de la población, los problemas de comunicación, el tamaño de las provincias y hace una historia cronológica de la administración pública desde 1834 hasta 1855.
