Abstract

¿Cómo crecer más rápido?, ¿cómo prestar más y mejores servicios públicos?. Con mayor frecuencia los países en desarrollo y las entidades internacionales piensan que la respuesta a estas preguntas es transferir funciones a los gobiernos locales; es decir, descentralizar.
