Recuento de los sucesos ocurridos en 1697 en Cartagena que terminaron con la caída de Cartagena. Opinión de diversos personajes especialistas en historia que analizan la situación financiera, el manejo militar, los problemas, las dificultades administrativas, la corrupción, los altos impuestos, los malos funcionarios y los pésimos gobernantes.||*Este capítulo se encuentra incluido en la cuarta parte del libro Cartagena de Indias en el siglo XVII, titulada "Mesa redonda"
