Abstract

En el presente capítulo se habla sobre una serie de anotaciones acerca de las barreras a la privatización en Colombia y comenzando se referiré a la teoría de la privatización, y en particular a la relación entre la eficiencia y la privatización, quienes a través de la prensa internacional y la experiencia en Europa oriental se dan cuenta de que la justificación de fondo para la privatización, la cual es la idea de que los mercados no van a funcionar si ésta no se lleva a cabo, es decir, que la experiencia sugiere que un sistema de precios no se puede aplicar para asignar eficientemente recursos en un país con empresas estatales monopólicas. En esencia, lo que se concluye es que no existen sistema de precios en sectores dominados por empresas estatales, y eso lo vemos en Colombia, también explica que existen tres barreras de privatización: la defensa de los privilegios monopólicos, el temor a los dineros calientes y escepticismo frente al potencial de inversión; concluyendo con unas ventajas de la privatización.
