Abstract

Este capítulo inicia el autor citando al profesor Dombusch, quien afirmaba que es mejor hacer la privatización rápido que bien a lo cual él creía que con ello planteaba un tema bien interesante, aunque algo contradictorio respecto a lo que el plantearía más adelante al aludir al proceso de privatización, descentralización y desregulación que ha emprendido el ministerio de obras públicas y de transporte. Finaliza con lecciones que ha sido como la de reconocer que la privatización es esencial en la operación más que en la propiedad de la infraestructura, y que para reestructurar los sistemas el estado tiene que asumir el costo acumulado por decisiones tomadas en el pasado y no pensar en trasladarlo al sector privado.
