Abstract

En este capítulo se explica la discusión sobre privatizar o no, debiendo centrarse más en el terreno pragmático que, en el ideológico, ahora que esta confrontación ha perdido vigencia ante las transformaciones profundas que viven los países conocidos como socialistas. La privatización ya no es un fenómeno exclusivo de los países capitalistas y también se está presentando cada vez con mayor auge, en países como Polonia, China y la Unión Soviética. Ellos han comprendido que el mejoramiento en sus condiciones de vida depende en gran parte de la transformación de su aparato económico y la historia ha demostrado que el mejoramiento de los índices de productividad se facilita cuando operan las fuerzas de la competencia y de la iniciativa particular.
