Kemmerer a lo cual el tenia amplia reputación internacional como experto en asuntos monetarios y pretendía obtener préstamos norteamericanos; ya que el país se hallaba interesado en tener acceso a los capitales norteamericanos. Debido a un déficit fiscal y a la ortodoxia de la época que recomendaba recortar gastos
