Abstract

Este capítulo habla de la necesidad de emitir billetes que hicieran las veces de moneda. Por ello, ante la falta de un banco de emisión en Colombia, el Congreso General de Colombia autorizó al Gobierno para que directamente ejerciera el atributo de emitir papel moneda1.En efecto, con el objeto de proveer de medios y arbitrios para equipar y socorrer al ejército de reserva y terminar la guerra de independencia, expidió el decreto del 4 de julio de 1821, mediante el cual ordenó al Vicepresidente de Cundinamarca emitir doscientos mil pesos en libranzas de seis, doce, diez y ocho y veinticuatro pesos, teniendo como respaldo lo que produjeran las salinas de Zipaquirá, Nemocón y Taus, Explican su gastos etc.
