Abstract

This paper aims to build up a competitive model to enhance the capabilities of the Islamic Economics department” IED” at Umm Al-Qura University “UQU”. Its methodology is through drawing a holistic framework which restructures its current educational (including Curriculum) program and prepare it to cope with the internal developments, such as establishing a new college the “Faculty of Islamic economics and finance”, and the external developments represented in a fierce competition with International, regional, and local universities in teaching Islamic Economics, Islamic finance and Islamic banking. The study objective was achieved by addressing serious and sober causes of poor competitiveness, locally and internationally, of its ”IED”, both at the college and University level, and the resulting facts of department competitiveness weakness in its relative importance in “UQU” colleges. To achieve this objective the study tries to answer a number of questions including: what are the most important phases of “IED” and what are the main problems suffered in each phase? And how can an investment in the internal and international changes would participate to build competitive capabilities of ”IED”? And how can ' competitiveness ‘ concept could contributes to meet the challenge” of ”IED”. The paper highlighted the main features of the challenges faced the ”IED” i.e. its failure to estimate correctly the demand gap for its services which were the basis for its establishment. This failure caused its graduates fail to join the labor market. The second challenge was a significant decline for the ”IED” demand services which made the department turn to a supporting (endorsing) section resulted from the silence and no-action approach the department members choose adapt, and then ill-visualize perception resulted from partial solutions to face radical and fundamental problems. تهدف الدراسة إلى بناء القدرات التنافسية لقسم الاقتصاد الإسلامي بجامعة أم القرى عبر إطار كلي يعيد هيكلة البرنامج التعليمي، وتهيئته للتكيف مع المتغيرات الداخلية. تحقق الدراسة هدفها عبر معالجة جادة ورصينة لمعرفة اسباب ضعف القدرات التنافسية لقسم الاقتصاد الإسلامي الحالي، وما يترتب على ذلك من ضعف في الأهمية النسبية لبرنامج تعليمي للتخصص في الاقتصاد الإسلامي ضمن برامج الكليات داخل جامعة أم القرى، أو الكليات المقاربة في التخصص في جامعات مجاورة. ولتحقيق هذا الهدف تحاول الدراسة اثارة عدد من الاسئلة والإجابة عليها. أبرزت الورقة اهم ملامح التحدي الذي واجهه القسم متمثلاً في فشل توقعات الطلب على خدماته التي بني على أساسها القسم وتعرض خريجيه إلى مشكلة عدم القدرة إلى النفاذ إلى سوق العمل وانخفاض كبير في الطلب على خدمات القسم مما جعله يتحول إلى قسم مساند للأقسام العلمية الأخرى. ولمواجهة هذه التحديات فإن الباحث تصدى للمشكلة باقتراح مشروع للتحول وهي مجموعة من التحولات التي يتم تنفيذها على مستوى الإطار الكلي لتشكل تصميما تنافسيا لبرنامج تعليمي إسلامي " يهدف إلى إزكاء القدرات التنافسية لحقل علمي إسلامي يدرس في برنامج تعليمي. حدد الباحث هدفا استراتيجيا للتحول وفلسفة يقوم عليها وآليات مقترحة لتحقيق اهدافه واختتم الباحث بحثه بعرض مقترحات تطبيقية يمكن من خلالها تحقيق هدف التحول والنفاذ إلى الأسواق المحلية والعالمية بإحداث تغييرات جذرية يحقق منها تعظيم فجوة الطلب وتحقيق الرخاء لمجتمع المعرفة.
