Abstract

Im Oktober 2011 bestellte die Bundesregierung eine unabhängige Expertenkommission aus vier Energiewissenschaftlern, die das Bundesministerium für Wirtschaft und Technologie (BMWi) und das Bundesministerium für Umwelt, Naturschutz und Reaktorsicherheit (BMU) bei der Erarbeitung des Monitoring-Konzepts sowie bei der Auswahl der Indikatoren unterstützen soll. Außerdem sollen die von den Ministerien erstellten, jährlichen Monitoring-Berichte be-gutachtet und kommentiert werden. Das vorliegende Dokument ist die Stellungnahme zum ersten Monitoring-Bericht der Bundesregierung. Es hat die wissenschaftliche Einordnung und Bewertung des Monitoring-Berichts zum Gegenstand. Darüber hinaus werden einzelne relevante Entwicklungen, Ziele und Maßnahmen konstruktiv-kritisch analysiert. Eine umfassende Bewertung der Energiewende durch die Expertenkommission ist nicht Auftragsgegenstand und im gegebenen Rahmen auch nicht zu leisten. Aussagen hierzu sind dem Fortschrittsbericht im Jahr 2014 vorbehalten, der eine weitreichende Beurteilung sowie tiefergehende Evaluationen der Ursache-Wirkungs-Zusammenhänge zum Gegenstand hat.
