Abstract

Die öffentliche Diskussion macht die Notwendigkeit und Relevanz einer Reform des dualen Mediensystems deutlich. Daher haben die Mediengruppe RTL Deutschland GmbH und die ProSiebenSat.1 Media SE WIK-Consult mit einer Untersuchung beauftragt, wie das bestehende System vor dem Hintergrund sich wandelnder Rahmenbedingungen nachhaltig ausgestaltet werden kann. Grundsätzlich ist anzustreben, dass das duale Mediensystem eine Chance auf Fortentwicklung erhält. Insbesondere für den öffentlich-rechtlichen Rundfunk besteht aber die Notwendigkeit einer Neudefinition des ÖRR-Auftrags. Dabei ist der Public Value klar zu definieren ist und die Finanzierung durch Rundfunkbeiträge auf Public Value Inhalte zu beschränken. Öffentliche Mittel sollten transparent und effizient eingesetzt und Spielräume für Kosteneinsparungen und Effizienzsteigerungen im ÖRR identifiziert werden.
