Abstract

Dieser Leitfaden soll Politiker und Legisten anhand von konkreten Beispielen darüber informieren, was die wichtigsten Instrumente der Entbürokratisierung sind, was sie bedeuten, in welchen Fällen Bürokratie unnötig ist und welche Lösungsmöglichkeiten es gibt. Der Leitfaden bildet Falltypen und ermöglicht so eine systemische Herangehensweise, unnötige Bürokratie zu erkennen und somit zu vermeiden und abzubauen. Die Auflistung der Instrumente, die sich je nach Falltypus wiederholen können, ist nicht abschließend. Ihr Umfang zeigt aber, dass es eine Vielzahl an Möglichkeiten gibt, Überbürokratisierung zu erkennen und abzubauen.
