Sozialbilanz Familie: Eine ökonomische Analyse mit Schlussfolgerungen für die Familienpolitik

Abstract

Die staatliche Familienförderung unterstützt Familien stark bei den Kosten, die ihnen aufgrund der Konsumausgaben für ihre Kinder entstehen, und weniger bei den Kosten in Form entgangener Einkommen. Insbesondere Maßnahmen zur Vermeidung von Einkommensverlusten sind vergleichsweise gering ausgeprägt und sollten daher –zum Beispiel in Form von Kindertagesstätten – ausgebaut werden. Eine IW-Untersuchung der PISA-Daten zeigt darüber hinaus, dass der Besuch einer frühkindlichen Bildungseinrichtung signifikant die Bildungschancen erhöht. Eine IW-Analyse der KiGGS-Daten des Robert-Koch-Instituts kommt ferner zu dem Schluss, dass der familiäre Zusammenhalt besonders bei Alleinerziehenden und Patchworkfamilien einen entscheidenden Einfluss auf die Entwicklung der Kinder in den Punkten Gesundheit, Psyche und Neigung zum Rauchen hat. Ein Ausbau von Familienzentren kann die Familien in ihrem Zusammenhalt unterstützen. Mehr Investitionen in frühkindliche Bildung lohnen sich letztlich auch für den Staat. Dank der besseren Qualifikation junger Menschen steigen Wertschöpfung und Steuereinnahmen – der Staat erzielt eine Rendite aus diesen Investitionen von 8 Prozent.
