Abstract

Wie kann das Verhältnis zwischen Arbeitslosenversicherung und Grundsicherung unter den Gesichtspunkten sozialer Gerechtigkeit und der Möglichkeit von Solidarität neu kalibriert werden? Antworten hierauf liefert die vorliegende Study. Vorgestellt werden Reformvorschläge zur Arbeitslosenversicherung, Grundsicherung und zur beruflichen Weiterbildung. Die arbeitsmarktpolitischen Ziele beider Rechtskreise müssen harmonisiert und auf "gute Arbeit" ausgerichtet werden. Für bisher dauerhaft vom Arbeitsmarkt Ausgeschlossene muss ein Sozialer Arbeitsmarkt mit stabilen Rahmenbedingungen geschaffen werden, um gesellschaftliche Teilhabe zu sichern.
