Zukunft der gesetzlichen Rentenversicherung: Möglichkeiten und Grenzen ausgewählter Reformvorschläge

Abstract

Die Alterssicherung ist ein Gestaltungsfeld mit hoher sozialpolitischer Bedeutung. Die gesetzliche Rentenversicherung steht dabei besonders im Zentrum, da die sogenannte erste Säule der Alterssicherung den wichtigsten Beitrag für die Einkünfte im Alter leistet. Die vorliegende Studie zeigt ausgehend vom gesetzlichen Status quo, welche Entwicklung die gesetzliche Rentenversicherung in den kommenden Jahrzehnten voraussichtlich nehmen wird, wenn Reformmaßnahmen umgesetzt werden. Acht Reformvorschläge wurden auf ihre Wirkung auf den Beitragssatz und das Nettorentenniveau berechnet. Zunächst erfolgt eine isolierte Betrachtung der Auswirkungen einzelner Maßnahmen, bevor in einem zweiten Schritt die Reformwirkungen ausgewählter Einzelmaßnahmen im Zusammenspiel quantifiziert werden.
