Abstract

Im Rahmen unterschiedlichster Reorganisationsprojekte verbreiten sich ganzheitliche Produktionssysteme (GPS) und Lean-Konzepte in Unternehmen. In den letzten Jahren erfolgte vermehrt die Übertragung der Lean-Ansätze auf indirekte Bereiche von Unternehmen, auf Dienstleistungsunternehmen und den öffentlichen Sektor. Es besteht die Gefahr, dass sich die Arbeitsbedingungen der Beschäftigten verschlechtern - wenn sich Betriebsräte nicht um die Einführung und Umsetzung kümmern.Die vorliegende Auswertung von Betriebs- und Dienstvereinbarungen zeigt die Spannweite der zu regelnden Themen, Spielräume für Betriebsräte und Beschäftigte sowie zwingend zu berücksichtigende Aspekte bei der arbeitsorientierten Gestaltung von GPS und Lean-Konzepten. Fünf betriebliche Fallstudien zeigen neue Herangehensweisen von Betriebsräten. Die so entstandenen Vereinbarungen gehen über das Formulieren von Abwehr- und Schutzrechten hinaus: Sie bieten die Chance dafür, Veränderungsprozesse arbeitsorientiert und praxisnah zu gestalten.
