Ursachen und Auswirkungen von Sanktionen nach § 31 SGB II

Abstract

In der explorativen Studie wurden 30 sanktionierte ALG II-Betroffene in intensiven problemzentrierten Interviews zu ihrer Lebenssituation, den Gründen für ihr sanktioniertes Verhalten, zu ihren Möglichkeiten der Bewältigung der Leistungskürzungen und zu den Auswirkungen der Sanktionen auf ihr nachfolgendes Verhalten befragt. Die Auswertung der Interviews macht deutlich, dass die vielfältigen Motive, die behindernden Lebensumstände und/oder die Kompetenzdefizite, die der Erfüllung bestimmter behördlicher Anforderungen entgegenstehen, sich nicht in Begriffen wie "Inaktivität", mangelnde Eigenverantwortung oder mangelnde Arbeitsbereitschaft erfassen lassen. Die Sanktionen haben in einigen Fällen schwerwiegende negative Folgen für die Lebenslagen der Betroffenen. Häufiger als eine "aktivierende" ist eine lähmende Wirkung auf das Verhalten der Sanktionierten erkennbar. In wenigen Fällen erhöhen Sanktionen die resignative Anpassungsbereitschaft an behördliche Erwartungen, die jedoch keine Hoffnungen auf verbesserte Arbeitsmarktchancen wecken.
