Stabsmitarbeiter und Referenten betrieblicher Interessenvertretungen

Abstract

Betriebsrat-Referenten arbeiten ohne politisches Mandat, wirken aber durch ihre fachliche wie organisatorische Zuarbeit auf die Entscheidungsprozesse des Gremiums ein. Diese funktionale Einflußnahme - oftmals auch bedingt durch ihre formal höhere Fachausbildung - kann zu Konflikten führen, wenn die Erwartungshaltung der Betriebsräte eine andere oder der Aufgaben- und Kompetenzbereich des Referenten unscharf definiert ist. Die vorliegende Broschüre stellt die Ergebnisse einer Befragung von 83 Stabsmitarbeiter und Referenten betrieblicher Interessenvertretungen vor. Gefragt wurde sowohl nach grundlegenden Daten wie Bezeichnung und Qualifikation des Referenten, als auch nach der Gewichtung von Arbeitsinhalten und möglichen Spannungs- und Konfliktfeldern.
