Mitarbeitergespräche: Erfolgsfaktoren, Potenziale und Defizite in der öffentlichen Verwaltung

Abstract

Im Rahmen der Modernisierung des öffentlichen Sektors haben viele Behörden Konzepte zur Personalentwicklung erstellt. Dabei spielt das Mitarbeitergespräch (MAG) oft eine hervorgehobene Rolle. Konzepte gibt es in Hülle und Fülle, es mangelt jedoch an empirischen Studien breiterer Art zu Umsetzungsproblemen und -defiziten. Hierzu wurden im Rahmen des Forschungsprojektes 'PerMit' etwa 230 Beschäftigte niedersächsischer Landesverwaltungen und Kommunen interviewt. Das Projekt wurde an der Carl von Ossietzky Universität Oldenburg durchgeführt und von der Hans-Böckler-Stiftung gefördert. Die Ergebnisse liefern einerseits einen Einblick in die 'Stimmungslage' zum MAG, der über die Landesgrenzen Niedersachsens hinaus von Bedeutung und auch für PE-Verantwortliche in privatwirtschaftlichen Unternehmen interessant sein dürfte. Andererseits bietet die Studie Denkanstöße für all jene, die durch das MAG das Prinzip 'Führen mit Zielen' in den Verwaltungen verankert sehen wollen. Künftig wird das Thema möglicherweise durch die Diskussionen um den TVöD weiter an Bedeutung gewinnen.
