Das neue europäische Artenschutzrecht, CITES und die Umsetzung durch die Zollverwaltung in Deutschland

Abstract

Ziel der Broschüre ist es, die rechtlichen und wissenschaftlichen Hintergründe des internationalen Artenschutzübereinkommens CITES, der EG-Verordnung Nr. 338/97 und deren Umsetzung durch die Zollverwaltung in Deutschland für interessierte Menschen zu erläutern. Denn nur wer die Probleme und Schwierigkeiten erkennt, kann dauerhaft an einer Verbesserung des Schutzes der Natur mitarbeiten. Nach der kurzen Einleitung "Warum Artenschutz?" werden die "Rechtsquellen" und die "Aufgabe der Zollverwaltung" beschrieben. Im Abschnitt "Handelsstatistik, Aufgriffe, Tendenzen des Handels und Verwertung" wird mit naturwissenschaftlichen Methoden die Durchführung des Washingtoner Artenschutzübereinkommens CITES im vereinigten Deutschland der Jahre 1991 bis 1999 beschrieben. Abschließend kommen im Abschnitt "Stimmen zur neuen Artenschutzverordnung" vier Experten zu Wort, welche die politischen und wissenschaftlichen Hintergründe erläutern, die zur neuen Artenschutzverordnung VO (EG) Nr. 338/97 geführt haben.
